In general, the assumption seems to be that each item will have precisely one associate value, e.g. a DXCC entity has a country code, or an ARRL section has a name, or a mode has an emission. DXCC entities have large array of properties besides country code -- full name, time zone, cq zone, itu zone, etc. ARRL sections have states and provinces; its also useful to associate them with CQ zones where the section fits entirely within a zone.
